Errors in data export: Exact duplicate values across multiple hours

I just exported my first long term data set to compare my meter reading from my electric supplier to the Emporia Vue 2 unit.  There are many hours that have exact duplicate values across varying time spans.  Ignore the October 13th flatline, that was an actual power outage…  The other flatlines are very puzzling to me.  Even if I extrapolate the data recorded it is 20% less than what my electricity supplier claims I used… I wish I had a complete picture of my data to take to them to ask them to look at my meter, but I don’t…  How do I make sure the Vue 2 captures all the data?

The logger is on a dedicated pair of breakers.  The router is ~35′ away from the electrical panel on the same floor.
