It works now. I did a hard reset of the device and re-registering the device with PPL.
While I used the online registration, it does not appear to be automated. Once I contacted my electricity provider via email (when I called they had no clue what I was talking about) and I got a response pretty quickly and the data started flowing shortly after the email exchange.
