      Thinking of buying a Smart 48 Amp Level 2 EV Charger with Home Energy Management System, but I don’t see how one controls access to use of the device.  It will be a shared parking area, so it is possible that someone might try to charge something with it.  Is there any form of access control, NFC authentication, etc. ?

      No.  This is designed for basically easy residential charging.  Its not like commercial ChargePoint devices which have access control, billing, etc.
